A chocolate message

Today I ate a Bacio Perugina chocolate -yes, I know I shouldn't, tomorrow I'll start dieting again- and here's the message I found in it:

"When the arrow is primed on the bow, sooner or later it must be unleashed" Chinese proverb.
"Quando una freccia è incoccata sull'arco, prima o poi bisogna scoccarla" Proverbio cinese.

So, I'm wondering what it refers to in my current situation.
Is it about the possibility of going back to England or somewhere else?
Is it about the stories in my mind that I would like to write down properly?
Or what else? I'm not superstitious, but I believe in signs and luck.
Stupid chocolate, I knew I shouldn't eat it..
